PUBLIC NOTICE FOR APPROVAL AND PUBLICATION OF REFERENCE INTERCONNECTION OFFER (RIO) AND REFERENCE INFRASTRUCTURE SHARING OFFER (RISO) SUBMITTED BY SAFARICOM TELECOMMUNICATIONS ETHIOPIA PLC

WHEREAS, the Ethiopian Communications Authority (ECA) is vested with powers and responsibilities under the Communications Service Proclamation No. 1148/2019 to regulate the communications sector, including the review and approval of Reference Interconnection Offers (RIOs) and Reference Infrastructure Sharing Offers (RISOs) submitted by licensees, in accordance with the Telecommunications Interconnection Directive No.791/2021 and the Telecommunications Infrastructure Sharing and Collocation Directive No. 793/2021;

WHEREAS, Safaricom Telecommunications Ethiopia PLC, being a duly licensed telecommunications operator, has submitted its Reference Interconnection Offer (RIO) and Reference Infrastructure Sharing Offer (RISO) to the Authority for review and approval in accordance with Article 16(3) of the Telecommunications Interconnection Directive No. 791/2021 and Article 14(2) of the Telecommunications Infrastructure Sharing and Collocation Directive No. 793/2021;
NOW, THEREFORE, upon due consideration and evaluation of the submitted RIO and RISO, the Ethiopian
Communications Authority (ECA) hereby approves and authorizes the publication of the said offers.
The approved RIO and RISO set forth the standard terms, conditions, and applicable tariffs governing
interconnection, infrastructure sharing, and collocation arrangements between Safaricom Telecommunications Ethiopia PLC and other licensed telecommunications operators and service providers within the Federal Democratic Republic of Ethiopia.
This approval is granted in furtherance of the Authority’s objectives to promote fair competition, transparency, interoperability, and efficient interconnection and infrastructure sharing among operators in the communications sector.
The approved RIO and RISO shall become effective as of the date of this notice and shall remain valid until amended or replaced in accordance with applicable laws and directives.
